Post Specification

Key Duties and Responsibilities:

1. Oversee the full lifecycle procurement management of assets, including large-scale scientific instruments, IT equipment, and furniture, covering procurement planning, requirement gathering and analysis, contract management, manufacturing process monitoring, and preliminary acceptance upon delivery. 

2. Formulate or review technical specifications and commercial terms for tender documents to ensure compliance, standardize procurement execution, manage supplier relationships, and lead contract performance acceptance and dispute resolution. 

3. Follow up and resolve critical issues in procurement workflows, coordinate handling of abnormal situations such as supplier non-compliance or scope changes, and mitigate procurement risks. 

4. Assist in optimizing procurement processes by regularly reviewing workflows, identifying bottlenecks, proposing and implementing improvement plans to enhance procurement efficiency and management standardization. 

5. Possess in-depth knowledge of Shenzhen municipal government procurement laws, regulations, and asset management policies. Ability to track regulatory updates, conduct policy interpretation and internal training, and ensure compliance in procurement activities.

6. Draft, revise, and update procurement-related policies and process documents to improve the procurement management system. 

7. Comply with work assignments and complete other tasks as assigned by superiors.

Qualifications and Requirements:

1. Master’s degree or above, with 5 or more years of relevant work experience in government procurement and asset management (including equipment and furniture); preference for candidates with a background in science or engineering. 

2. Possess comprehensive hands-on experience in the full procurement process, familiar with key stages such as procurement requirement validation, tender execution, and supplier management, and have in-depth knowledge of government procurement management policies and operational procedures. 

3. Demonstrate strong confidentiality awareness, excellent process compliance execution ability, and risk control acumen; act in accordance with laws and regulations, maintain integrity and self-discipline, and actively uphold the interests of the university. 

4. Possess strong resilience under pressure, a service-oriented mindset, a meticulous and responsible work attitude, proactiveness, and the ability to follow work arrangements; demonstrate excellent communication and coordination skills, teamwork spirit, and problem-solving abilities. 

5. Possess exceptional written and verbal communication skills in both Chinese and English, capable of proficiently drafting procurement documents, policy papers, and various reports.

Salary and Benefits

Salary will be competitive, commensurate with qualifications and experience. Appointments will be made under the establishment of CUHK-SZ and statutory benefits will be provided according to the prevailing labor laws applicable in the PRC. The appointee will be based at the University campus in Shenzhen, PRC.

1. 負(fù)責(zé)大型科研儀器設(shè)備、IT類(lèi)設(shè)備、家具等資產(chǎn)的采購(gòu)全生命周期管理,統(tǒng)籌采購(gòu)計(jì)劃制定、需求調(diào)研及分析、合同管理,生產(chǎn)過(guò)程監(jiān)督,資產(chǎn)交付初驗(yàn)等全流程。

2. 制定或?qū)徍苏袠?biāo)采購(gòu)技術(shù)參數(shù)、商務(wù)條款的合理性與合規(guī)性,規(guī)范采購(gòu)執(zhí)行,開(kāi)展供應(yīng)商管理,牽頭完成履約驗(yàn)收與異議處理等。

3. 跟進(jìn)解決采購(gòu)管理全過(guò)程中的重點(diǎn)、難點(diǎn)問(wèn)題,協(xié)調(diào)處理供應(yīng)商違約、需求變更等異常情況,降低采購(gòu)風(fēng)險(xiǎn)。

4. 協(xié)助采購(gòu)管理流程優(yōu)化,定期梳理業(yè)務(wù)流程、排查業(yè)務(wù)瓶頸,提出并落地改進(jìn)方案,提升采購(gòu)效率與管理規(guī)范性。

5. 熟悉深圳市政府采購(gòu)法律法規(guī)及資產(chǎn)管理相關(guān)制度,及時(shí)跟蹤新規(guī)動(dòng)態(tài),完成政策解讀、內(nèi)部宣貫等,確保采購(gòu)工作合規(guī)合法。

6. 負(fù)責(zé)采購(gòu)管理相關(guān)制度、流程文件的起草、修訂、更新等,完善采購(gòu)管理體系。

7. 服從工作安排,完成上級(jí)交辦的其他相關(guān)工作任務(wù)。

崗位要求:

1. 研究生及以上學(xué)歷,5年及以上政府采購(gòu)、設(shè)備家具等資產(chǎn)采購(gòu)管理相關(guān)工作經(jīng)驗(yàn),理工科相關(guān)專(zhuān)業(yè)背景優(yōu)先。

2. 具備完整的采購(gòu)全流程實(shí)操經(jīng)驗(yàn),熟悉采購(gòu)需求確認(rèn)、招標(biāo)執(zhí)行、供應(yīng)商管理等核心環(huán)節(jié),深入掌握政府采購(gòu)管理制度及操作規(guī)范。

3. 具備良好的保密意識(shí)、優(yōu)秀的流程規(guī)范執(zhí)行能力與風(fēng)險(xiǎn)管控意識(shí),依法依規(guī),廉潔自律,積極維護(hù)大學(xué)利益。

4. 抗壓能力強(qiáng),服務(wù)意識(shí)突出,工作嚴(yán)謹(jǐn)負(fù)責(zé)、積極主動(dòng),服從工作安排,具備良好的溝通協(xié)調(diào)能力、團(tuán)隊(duì)協(xié)作精神及問(wèn)題解決能力。

5. 具備出色的中、英文書(shū)面寫(xiě)作與口頭表達(dá)能力,能熟練撰寫(xiě)采購(gòu)文件、制度文稿及各類(lèi)匯報(bào)材料。
