Post Specification
Key Duties and Responsibilities:
1. Oversee fixed asset budget request collection and start?up fund daily management, including consolidating and reviewing departmental budget submissions, verifying supplier quotation comparison sheets, submitting system requisition forms, and ensuring orderly budget management.
2. Manage the full-cycle application process for procurement within the government financial system, covering project registration in the system, budget quota management, submission of procurement plans, contract filing, and payment processing to ensure compliance and efficiency in procurement operations.
3. Manage the establishment of fixed asset accounts, acceptance inspection of assets, and reconciliation; review procurement contracts, invoices, purchase orders, import-related documentation, and other accounting records; complete monthly reconciliations to ensure clear asset accounting and consistency between physical assets and books.
4. Assist in implementing the annual asset inventory plan and the annual asset management plan; take charge of regular and annual physical counts, document archiving, data consolidation, and work reporting to strengthen the foundation of asset management.
5. Manage the full-cycle disposal of fixed assets, including scrapping, write-off for damage/loss, appraisal, auction, transfer, leasing, and write-off, strictly adhering to relevant policies and regulations.
6. Regularly follow up on the usage of government?funded projects, maintain records, and provide feedback to ensure proper use of project funds.
7. Draft official government correspondence and report various data, ensuring proper document format, accurate data, and timely submission.
8. Comply with work assignments and complete other tasks as assigned by superiors.
Qualifications and Requirements:
1. Sound educational background with a Master’s degree or above; preference for candidates with a academic background in financial management, asset management, or related fields.
2. Prior experience in equipment and asset management within the education sector is preferred; familiarity with government regulations on university asset management is required.
3. Demonstrate strong confidentiality awareness, excellent process compliance execution ability, and risk control acumen; act in accordance with laws and regulations, maintain integrity and self-discipline, and actively uphold the interests of the university.
4. Possess strong resilience under pressure, a service?oriented mindset, a meticulous and responsible work attitude, proactiveness, and the ability to follow work arrangements; demonstrate excellent communication and coordination skills, teamwork spirit, and problem?solving abilities.
5. Possess exceptional written and verbal communication skills in both Chinese and English, capable of proficiently drafting official documents, policy papers, and various reports.
Salary and Benefits
Salary will be competitive, commensurate with qualifications and experience. Appointments will be made under the establishment of CUHK-SZ and statutory benefits will be provided according to the prevailing labor laws applicable in the PRC. The appointee will be based at the University campus in Shenzhen, PRC.

2. 負(fù)責(zé)財(cái)政系統(tǒng)采購(gòu)業(yè)務(wù)全流程申請(qǐng)工作,涵蓋項(xiàng)目入庫(kù)、預(yù)算指標(biāo)管理、采購(gòu)計(jì)劃提交、合同錄入及費(fèi)用支付等環(huán)節(jié),確保采購(gòu)業(yè)務(wù)合規(guī)高效推進(jìn)。
3. 負(fù)責(zé)學(xué)校固定資產(chǎn)建賬、驗(yàn)收及對(duì)賬工作,審核資產(chǎn)采購(gòu)合同、發(fā)票、訂單、進(jìn)口信息等賬務(wù)資料,完成月度對(duì)賬,保障資產(chǎn)賬務(wù)清晰、賬實(shí)相符。
4. 協(xié)助推進(jìn)資產(chǎn)年度盤(pán)點(diǎn)計(jì)劃及資產(chǎn)管理年度計(jì)劃實(shí)施,負(fù)責(zé)資產(chǎn)日常及年度盤(pán)點(diǎn)、資料歸檔、數(shù)據(jù)匯總及工作匯報(bào),夯實(shí)資產(chǎn)管理基礎(chǔ)。
5. 負(fù)責(zé)固定資產(chǎn)處置全流程管理,包括資產(chǎn)報(bào)廢、報(bào)損、評(píng)估、拍賣(mài)、調(diào)撥、出租出借、核銷(xiāo)等相關(guān)工作,嚴(yán)格遵循相關(guān)制度規(guī)范。
6. 定期跟進(jìn)政府投資項(xiàng)目使用情況,做好相關(guān)記錄與反饋,確保項(xiàng)目資金規(guī)范使用。
7. 負(fù)責(zé)政府公函撰寫(xiě)、各類(lèi)數(shù)據(jù)上報(bào)工作,保障公文規(guī)范、數(shù)據(jù)準(zhǔn)確、上報(bào)及時(shí)。
8. 服從工作安排,完成上級(jí)交辦的其他相關(guān)工作任務(wù)。
崗位要求:
1. 具備良好的教育素養(yǎng),碩士及以上學(xué)歷,財(cái)務(wù)管理、資產(chǎn)管理等相關(guān)專(zhuān)業(yè)背景優(yōu)先。
2. 具備教育行業(yè)設(shè)備、資產(chǎn)管理相關(guān)經(jīng)驗(yàn)者優(yōu)先,熟悉政府部門(mén)對(duì)高校資產(chǎn)管理的各項(xiàng)制度要求。
3. 具備良好的保密意識(shí)、優(yōu)秀的流程規(guī)范執(zhí)行能力與風(fēng)險(xiǎn)管控意識(shí),依法依規(guī),廉潔自律,積極維護(hù)大學(xué)利益。
